This bill establishes a grant program aimed at enhancing mental health services in Wyoming's K-12 schools for the school years 2024-2025 and 2025-2026. School districts can apply for grants from the state department of education to fund additional school counselors, nurses, and mental health providers. The grants will be calculated based on the district's average daily membership at a rate of $206 per student and will not affect the school foundation program amount under the education resource block grant model. Districts must submit proposals detailing their needs and intended expenditures by June 30 of each year to qualify for funding.

Additionally, the bill appropriates $37 million from the public school foundation program account for the grant program, which will be available from July 1, 2024, to June 30, 2026. The department of education is required to report on the effectiveness of the program, including the number of students served and recommendations for improvements, to the joint education interim committee by August 1 in both 2025 and 2026. The bill also mandates that any unspent funds revert to the state by the end of the appropriation period and specifies that these funds cannot be used for any other purpose.
