A BILL
for
1 AN ACT relating to Hathaway scholarship program; increasing
2 scholarship awards as specified; making conforming
3 amendments; and providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:
6
7 Section 1. W.S. 21-16-1304(a)(i)(A), (ii)(A) and
8 (iii)(A), 21-16-1305(a)(i)(A) and 21-16-1306(a)(i)(B)(II)
9 and (C) are amended to read:
10
11 21-16-1304. Hathaway opportunity, performance and
12 honor scholarships.

1 (a) Any student who meets the criteria under W.S.
2 21-16-1303 is eligible to receive a scholarship to pursue a
3 degree or certificate as follows:
4
5 (i) With a minimum cumulative high school GPA of
6 2.50 and a score equal to or greater than the 2015-2016
7 national percentile rank of forty-three (43) on a college
8 entrance examination administered throughout the United
9 States and relied upon by institutions of higher education
10 to determine acceptance of students for attendance, a
11 Hathaway opportunity scholarship for:
12
13 (A) Eight hundred forty dollars ($840.00)
14 Eight hundred eighty-two dollars ($882.00) per semester at
15 an eligible institution if enrolled for twelve (12) or more
16 semester hours;
17
18 (ii) With a minimum cumulative high school GPA
19 of 3.0 and a score equal to or greater than the 2015-2016
20 national percentile rank of fifty-six (56) on a college
21 entrance examination administered throughout the United
22 States and relied upon by institutions of higher education

1 to determine acceptance of students for attendance, a
2 Hathaway performance scholarship for:

4 (A) One thousand two hundred sixty dollars
5 ($1,260.00) One thousand three hundred twenty-three dollars
6 ($1,323.00) per semester at an eligible institution if
7 enrolled for twelve (12) or more semester hours;
8
9 (iii) With a minimum cumulative high school GPA
10 of 3.5 and a score equal to or greater than the 2015-2016
11 national percentile rank of seventy-nine (79) on an
12 examination administered throughout the United States and
13 relied upon by institutions of higher education to
14 determine acceptance of students for attendance, a Hathaway
15 honor scholarship for:
16
17 (A) One thousand six hundred eighty dollars
18 ($1,680.00) One thousand seven hundred sixty-four dollars
19 ($1,764.00) per semester at an eligible institution if
20 enrolled for twelve (12) or more semester hours;

22 21-16-1305. Hathaway provisional opportunity
23 scholarships.

2 (a) Any student who meets the criteria under W.S.
3 21-16-1303 is eligible to receive a Hathaway provisional
4 opportunity scholarship to pursue a certificate or degree
5 as follows:

7 (i) With a minimum cumulative high school GPA of
8 2.50 and either a score equal to or greater than the
9 2015-2016 national percentile rank of thirty (30) on a
10 college entrance examination administered throughout the
11 United States and relied upon by institutions of higher
12 education to determine acceptance of students for
13 attendance or a qualifying cumulative score on a
14 career-technical aptitude test as determined by the
15 department, a scholarship for:
16
17 (A) Eight hundred forty dollars ($840.00)
18 Eight hundred eighty-two dollars ($882.00) per semester at
19 a Wyoming community college if enrolled for twelve (12) or
20 more semester hours;

22 21-16-1306. Need based scholarships.

1 (a) In addition to scholarships made available under
2 W.S. 21-16-1304 and 21-16-1305 there shall be made
3 available a need based Hathaway scholarship as follows:
4
5 (i) The scholarship shall be available only to
6 students qualifying for a scholarship under W.S. 21-16-1304
7 or 21-16-1305 and for federal financial aid. The
8 scholarships under this section shall be computed and
9 awarded as follows:
10
11 (B) If the student has annual unmet
12 financial need greater than two thousand dollars
13 ($2,000.00):
14
15 (II) If a student is eligible for a
16 scholarship under this article but does not qualify under
17 subdivision (I) of this subparagraph – an award equal to
18 twenty-five percent (25%) of the annual unmet financial
19 need in excess of two thousand dollars ($2,000.00), but not
20 to exceed one thousand five hundred seventy-five dollars
21 ($1,575.00) one thousand six hundred fifty-four dollars
22 ($1,654.00) per year.

1 (C) A student qualifying for any award
2 under this section shall receive a minimum amount of one
3 hundred five dollars ($105.00) one hundred ten dollars
4 ($110.00) for each semester of qualification. One-half
5 (1/2) of the annual award amount under this section shall
6 be provided to the student at each semester of
7 qualification;

9 Section 2. This act is effective July 1, 2024.
