Brucellosis testing amendments.

A BILL
for
1 AN ACT relating to agriculture, livestock and other
2 animals; amending the requirements for the Wyoming
3 livestock board to provide brucellosis testing information
4 as specified; making conforming amendments; and providing
5 for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 11-18-117(b) and 11-19-102(a)(intro)
10 and (f) are amended to read:

1 (b) The Wyoming livestock board may release any
2 information related to a confirmed non-negative brucellosis
3 test in the county where the animal testing non-negative is
4 located, subject to W.S. 11-18-103(a)(xii), and may release
5 information collected for the purposes of a livestock
6 identification program related to the ownership and
7 location of individual animals to the extent the
8 information is useful in controlling or preventing a
9 disease outbreak or to show particular animals or herds are
10 not involved in a disease outbreak. The Wyoming livestock
11 board shall provide the results of a non-negative test
12 result to the owner of the tested animal not later than
13 three (3) days after receipt of the first preliminary
14 laboratory results and to all brand inspectors and
15 veterinarians in the county where the non-negative test
16 originated not later than seven (7) days after receipt of
17 the first preliminary laboratory results.

20 reportable diseases; failure to comply or obstruction of
21 duty; liability; penalties.

1 (a) Any person or government entity who knows or
2 suspects that there is any contagious or infectious
3 reportable disease among animals owned by or under their
4 jurisdiction or any veterinarian who knows or suspects any
5 reportable contagious or infectious disease on any premises
6 or in any animal, shall immediately report the same to the
7 state veterinarian. The state veterinarian shall establish
8 and manage a list of reportable diseases for any contagious
9 or infectious disease deemed by the state veterinarian to
10 be a threat to domestic animals. During development of this
11 list the state veterinarian shall consult with the Wyoming
12 game and fish department's supervisor of veterinary
13 research services. Information collected in response to
14 the list of reportable diseases shall be considered
15 confidential proprietary information. Access to any
16 information collected under the list of reportable diseases
17 shall be limited to the person who reported the disease and
18 the state veterinarian, except that the state veterinarian
19 shall notify the owner of the animal and all veterinarians
20 and brand inspectors in the county where a non-negative
21 test originated pursuant to subsection (f) of this section
22 and may at his discretion notify any of the following:

1 (f) Notwithstanding subsection (a) of this section,
2 The state veterinarian shall provide testing information
3 the results of a non-negative brucellosis test to the owner
4 of an the tested animal that has tested non-negative for
5 brucellosis not later than three (3) days after receipt of
6 the first preliminary laboratory results and to all brand
7 inspectors and veterinarians in the county where the
8 non-negative test originated not later than seven (7) days
9 after receipt of the first preliminary laboratory results.
