Additionally, the bill appropriates $500,000 from the general fund to the public service commission to conduct the required studies and reports, with deadlines set for updates and final reports by September 2024 and September 2025, respectively. The funds are designated solely for this purpose and cannot be transferred for other uses. The act is effective immediately upon completion of the necessary legislative processes.
