A BILL

1 AN ACT relating to appropriations for the legislature;
2 providing appropriations for the operation of the
3 legislative branch of state government; and providing for
4 effective dates.

6 Be It Enacted by the Legislature of the State of Wyoming:
7
8 Section 1. There is appropriated from the general
9 fund to the legislative service office the following
10 specified amounts, or as much thereof as may be necessary,
11 to pay the costs and expenses of the Wyoming legislature
12 through June 30, 2026:

14 Section 2. [Standard Provision-Flex]. The Management
15 Council may transfer funds from one expense category to
16 another under Section 1 of this act as the activities of
17 the legislature may require.

19 Section 3. [Standard Provision-Travel]. The
20 appropriation for out-of-state travel under this act shall
21 be used to reimburse legislators for documented legislative
22 travel and per diem expenses to attend out-of-state
23 meetings in accordance with policies of the Management

3 Section 4. [Carry Forward of Prior Appropriations].

5 (a) Notwithstanding W.S. 9-4-207, the unobligated
6 portions of the following appropriations shall not revert
7 on June 30, 2024, and are hereby reappropriated to the
8 legislative service office for the following purposes:
9
10 (i) Any unexpended, unobligated amounts
11 reappropriated for expenditure by the legislative service
12 office under 2022 Wyoming Session Laws, Chapter 5, Sections
13 4(a)(i) and 7 are reappropriated for expenditure by the
14 legislative service office for the period commencing July
15 1, 2024 and ending June 30, 2026. Expenditures of amounts
16 reappropriated under this paragraph shall be for
17 professional consulting expertise and other support
18 necessary to carry out and execute work of the legislature
19 pertaining to required K-12 education responsibilities,
20 issues and studies. Professional consulting expertise may
21 be retained by the legislative service office only upon
22 approval of the Management Council, and the unexpended,
23 unobligated amounts may be expended for contractual

1 agreements between the Management Council and professional
2 consultants;

4 (ii) Any balance remaining on June 30, 2024,
5 resulting from the sale of legislative laptop computers
6 prior to that date is appropriated to the legislative
7 service office to be used for the purchase of replacement
8 laptop computers and support systems for the period
9 commencing July 1, 2024 and ending June 30, 2026;
10
11 (iii) Any unexpended, unobligated amounts
12 appropriated for expenditure under 2022 Wyoming Session
13 Laws, Chapter 5 are reappropriated for expenditure by the
14 legislative service office at the direction of the
15 Management Council for extraordinary expenses of the
16 legislature and as necessary to supplement any expense
17 category under this act, for the period commencing July 1,
18 2024 and ending June 30, 2026.

20 (b) This section is effective immediately.

22 Section 5. [Technology Projects].

1 (a) There is appropriated one hundred fifty thousand
2 dollars ($150,000.00) from the general fund to the
3 legislative service office for continued development and
4 support of the legislative management system and other
5 continuing legislative information technology projects.

7 (b) This section is effective immediately.

9 Section 6. [New Legislator Training Compensation].
10
11 (a) From and after the date the state canvassing
12 board certifies the results of the 2024 general election in
13 accordance with W.S. 22-16-118, legislators elect and newly
14 appointed legislators may, to the extent authorized by the
15 Management Council, receive mileage and per diem at the
16 same rate as members of the legislature plus an amount
17 equal to the daily salary paid to legislators for each day
18 spent at a legislative training function or at a meeting of
19 an interim committee to which they will be assigned.

21 (b) There is appropriated from the general fund to
22 the legislative service office thirty-four thousand dollars
23 ($34,000.00) for purposes of this section.

2 (c) As used in this section:

4 (i) "Legislator elect" means a person elected to
5 the legislature during the 2024 general election who is not
6 a current member of the legislature and before the person
7 is duly sworn in;
8
9 (ii) "Newly appointed legislator" means a person
10 appointed after the 2024 general election to fill a vacancy
11 in the House or Senate and before the person is duly sworn
12 in.

14 Section 7. [School Finance Recalibration]. There is
15 appropriated one million dollars ($1,000,000.00) from the
16 school foundation program account to the legislative
17 service office for professional consulting expertise and
18 other support necessary to carry out and execute work of
19 the legislature pertaining to required K-12 education
20 responsibilities, issues and studies. Professional
21 consulting expertise may be retained by the legislative
22 service office only upon approval of the Management
23 Council, and the unexpended, unobligated amounts may be

1 expended for contractual agreements between the Management
2 Council and professional consultants.

4 Section 8. [Special Contingency].

6 (a) There is appropriated three hundred fifty
7 thousand dollars ($350,000.00) from the general fund to the
8 legislative service office to be expended at the direction
9 of the Management Council for extraordinary expenses of the
10 legislature and as necessary to supplement any expense
11 category under this act.

13 (b) This section is effective immediately.

15 Section 9. [Economic Development Authorized Travel].
16
17 (a) Subject to available appropriation, legislators
18 traveling out-of-state, including internationally, in
19 connection with executive branch or legislatively approved
20 efforts to expand and diversify Wyoming's energy and
21 industrial economy or to attract new business enterprises to
22 the state or to improve access to and growth in domestic and
23 international markets, are authorized reimbursement of actual

1 travel expenses, including travel, lodging, meals and
2 necessary incidentals, provided:

4 (i) Reimbursement of travel expenses for members
5 of the legislature to participate in economic
6 development efforts under this section shall require the
7 approval of the Management Council;
8
9 (ii) In designating members authorized to
10 receive travel reimbursement under this section, preference
11 shall be given to members who have expressed an intention
12 to seek re-election to, or if mid-term to continue to
13 serve in, the Wyoming legislature during the 2025 and 2026
14 legislative sessions.

16 (b) This section is effective immediately.

18 Section 10. [Wyoming State Treasurer's Investment
19 Conference]. There is appropriated twenty thousand dollars
20 ($20,000.00) from the general fund to the legislative
21 service office for payment of registration, mileage and per
22 diem for legislators attending the Wyoming state treasurer's
23 investment conference in the 2024 or 2025 interim.

1 Registration payments shall not exceed three hundred fifty
2 dollars ($350.00) per legislator.

4 Section 11. [Facilities Appropriations].
5
6 (a) Management Council may engage the services of
7 consultants and other qualified professionals to procure
8 the items listed in this subsection using funds
9 appropriated under this subsection. There is appropriated
10 from the general fund to the legislative service office:
11
12 (i) Fifty thousand dollars ($50,000.00) for
13 miscellaneous furnishings and projects in the capitol
14 complex;
15
16 (ii) Ten thousand dollars ($10,000.00) for room
17 management equipment and professional fees.
18
19 (b) Funds appropriated under this section shall be
20 expended pursuant to all requirements of law, including the
21 requirements of article 3, section 31 of the Wyoming
22 constitution.

1 (c) This section is effective immediately.

3 Section 12. [Interpretive Exhibits and Wayfinding
4 Subcommittee]

6 (a) There is appropriated twenty-five thousand
7 dollars ($25,000.00) from the general fund to the
8 legislative service office to pay the salary, mileage and
9 per diem of the legislative members of the capitol
10 interpretive exhibits and wayfinding subcommittee created
11 by 2021 Wyoming Session Laws, Chapter 140, Section 8(a).

13 (b) This section is effective immediately.

15 Section 13. [CSG Annual Meeting]. There is
16 appropriated one hundred fifty thousand dollars
17 ($150,000.00) from the general fund to the legislative
18 service office for costs of hosting the 2025 annual meeting
19 of the Council of State Governments West in Wyoming,
20 including providing travel expenses and per diem for
21 members of the legislature and staff of the legislative
22 service office to attend the 2025 annual meeting of the
23 Council of State Governments West.

1 Section 14. [Effective Dates].

3 (a) As used in this act, "effective immediately"
4 means effective immediately upon completion of all acts
5 necessary for a bill to become law as provided by Article
6 4, Section 8 of the Wyoming Constitution. Any appropriation
7 contained in this act that is effective immediately shall
8 not lapse until June 30, 2026, unless otherwise specified.
9
10 (b) Except as otherwise provided, this act is
11 effective July 1, 2024.
