A BILL
for
1 AN ACT relating to crimes and offenses; creating the
2 offense of unlawful distribution of misleading synthetic
3 media; providing penalties; and providing for an effective
4 date.

6 Be It Enacted by the Legislature of the State of Wyoming:

8 Section 1. W.S. 6-6-106 is created to read:
9
10 6-6-106. Unlawful distribution of misleading
11 synthetic media; penalties.

1 (a) For purposes of this section "synthetic media"
2 means any video or voice recording that has been fully or
3 partially generated by algorithms and appears to be a
4 record of actual events.

6 (b) A person is guilty of unlawful distribution of
7 misleading synthetic media if he knowingly and
8 intentionally distributes or makes publicly available
9 within the state of Wyoming synthetic media purported to be
10 of or by a natural person:
11
12 (i) Without the consent of the natural person;
13
14 (ii) Without constantly displaying an obvious
15 notice within the synthetic media identifying the media as
16 synthetic media; and
17
18 (iii) With the intent to mislead others about the
19 acts of the natural person.

21 (c) Unlawful distribution of synthetic media pursuant
22 to subsection (b) of this section is a misdemeanor
23 punishable by imprisonment for not more than six (6)

1 months, a fine of not more than seven hundred fifty dollars
2 ($750.00) or both.
