A BILL
for
1 AN ACT relating to law enforcement; establishing a pilot
2 program for forensic genetic genealogical DNA analyses and
3 searches as specified; providing grants; providing a sunset
4 date; providing an appropriation; requiring rulemaking; and
5 providing an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:

9 Section 1.

11 (a) The forensic genetic genealogy pilot program is
12 hereby created. The division of criminal investigation shall
13 establish and administer this program for forensic genetic

1 genealogical DNA analyses and searches as set forth in this
2 section.

4 (b) The division may use funds made available to
5 operate the forensic genetic genealogy pilot program for the
6 following purposes:

8 (i) For forensic genetic genealogical DNA analyses
9 and searches to assist in generating leads for criminal
10 investigations or identifying human remains in investigations
11 conducted by the division pursuant to W.S. 9-1-618;
12
13 (ii) To award grants to law enforcement agencies
14 in this state for forensic genetic genealogical DNA analyses
15 and searches to assist in generating leads for criminal
16 investigations or identifying human remains in
17 investigations, according to an application process
18 established by the division.

20 (c) The forensic genetic genealogy pilot program shall
21 terminate, and no grants shall be awarded after, June 30,
22 2029. Grants awarded prior to June 30, 2029 may be expended
23 after the pilot program terminates.

2 Section 2. There is appropriated one hundred fifty
3 thousand dollars ($150,000.00) from the general fund to the
4 division of criminal investigation for the period beginning
5 July 1, 2024 and ending June 30, 2029. This appropriation
6 shall only be used to operate the forensic genetic genealogy
7 pilot program created by section 1 of this act. This
8 appropriation shall not be transferred or expended for any
9 other purpose. Notwithstanding any other provision of law,
10 any unexpended, unobligated funds remaining from this
11 appropriation shall not revert until June 30, 2029.

13 Section 3. The division of criminal investigation shall
14 promulgate any rules necessary to administer this act.

16 Section 4. This act is effective July 1, 2024.
