School finance-regional cost adjustment study.

A BILL
for
1 AN ACT relating to school finance; requiring reporting and
2 data collection to study the regional cost adjustments
3 utilized in the education resource block grant model during
4 recalibration; and providing for an effective date.

6 Be It Enacted by the Legislature of the State of Wyoming:

8 Section 1.

10 (a) For purposes of the recalibration of the
11 education resource block grant model required pursuant to
12 W.S. 21-13-309(t) and to inform study of the regional cost
13 adjustments:

2 (i) Not later than October 1, 2024 for school
3 year 2024-2025, and not later than October 1, 2025 for
4 school year 2025-2026, school districts shall report to the
5 state superintendent of public instruction the number of
6 unfilled vacancies for each school and district level
7 staffing category, including teachers, principals and
8 assistant principals, central office administrators,
9 secretarial and clerical staff, operations and maintenance
10 staff, aides and media technicians and student
11 transportation personnel. For purposes of this
12 subparagraph, "unfilled vacancies" means positions the
13 school district is actively seeking to fill or has sought
14 to fill within the immediately preceding three (3) months
15 prior to reporting data;

17 (ii) Not later than October 1, 2024 for school
18 year 2023-2024, and not later than October 1, 2025 for
19 school year 2024-2025, school districts shall report to the
20 state superintendent of public instruction average mileage
21 reimbursed by each school district for travel by school
22 district personnel in the course and scope of employment.

1 The average mileage shall be reported by building and
2 travel destination;

4 (iii) Not later than October 1, 2024, school
5 districts shall report to the state construction department
6 the insured value, the estimated replacement value and age
7 of each school district building or facility.

9 (b) Not later than March 31, 2025, the state
10 superintendent and the state construction department shall
11 report to the legislative service office data collected for
12 school year 2023-2024, school year 2024-2025 and one-time
13 data under subsection (a) of this section. Not later than
14 March 31, 2026, the state superintendent shall report to
15 the legislative service office data collected for school
16 year 2025-2026 under subsection (a) of this section.

18 (c) Not later than March 31, 2025, for school year
19 2023-2024 data, and not later than March 31, 2026, for
20 school year 2024-2025 data, the Wyoming department of
21 workforce services shall report to the legislative service
22 office:

1 (i) Detailed wage information for each
2 occupation for each county located in Wyoming as requested
3 by the legislative service office;
4
5 (ii) For school and district employees that leave
6 school district employment for another business sector, the
7 employee's occupational title prior to leaving school
8 district employment, their new occupational title and their
9 new annual wage.

11 (d) Not later than March 31, 2025, for school year
12 2024-2025 data and one-time data, and not later than March
13 31, 2026, for school year 2025-2026 data, the following
14 shall be reported to the legislative service office:
15
16 (i) For school year 2024-2025, and for school
17 year 2025-2026, the Wyoming retirement system shall report
18 for each school and district employee, including teachers,
19 principals and assistant principals, central office
20 administrators, secretarial and clerical staff, operations
21 and maintenance staff, aides and media technicians and
22 student transportation personnel, the date the employee is
23 eligible to receive one hundred percent (100%) of the

1 maximum retirement benefit under the Wyoming retirement
2 system and marital status based on analysis of beneficiary
3 information;

5 (ii) The Wyoming department of transportation
6 shall report:

8 (A) The mileage by roadway for the shortest
9 practicable route between each city or town located in
10 Wyoming;
11
12 (B) The mileage by roadway, using the
13 shortest practicable route, from each school district
14 building or facility to the center of the nearest town with
15 a population of fifteen thousand (15,000) people or more
16 and from each school district building or facility to the
17 center of the nearest city with a population of fifty
18 thousand (50,000) people or more.

20 (iii) The Wyoming department of
21 administration and information, economic analysis division,
22 shall report the population for each town, city and county
23 located in Wyoming.
