1 AN ACT relating to trade and commerce; requiring a person
2 providing a foundation model to register as specified;
3 authorizing rulemaking; and providing for an effective
4 date.

6 Be It Enacted by the Legislature of the State of Wyoming:

12 40-32-101. Definitions.

14 (a) As used in this chapter:

16 (i) "Foundation model" means a large-scale
17 machine learning model trained on a broad data set that can
18 be adapted for multiple tasks;
19
20 (ii) "Machine learning" means a computer system
21 capable of developing algorithms without direct human
22 intervention.

26 (a) Any person who makes publicly available within the
27 state of Wyoming a foundation model or the use of a
28 foundation model shall pay a fee of one hundred dollars

1 ($100.00) to register with the Wyoming secretary of state
2 and shall include the name and business address of the
3 registrant, and if a corporation, the state of
4 incorporation.

6 (b) The secretary of state shall promulgate
7 reasonable forms, rules and regulations necessary to carry
8 out the purposes of this article.

10 Section 2. This act is effective July 1, 2024.
