A BILL
for
1 AN ACT relating to campaign practices; clarifying when
2 groups are required to file as an organization for purposes
3 of campaign reporting; and providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:

7 Section 1. W.S. 22-25-101(d)(iv) is amended to read:
8
9 22-25-101. Definitions; statement of formation.

11 (d) As used in this chapter:

1 (iv) "Organization", as used in this chapter,
2 means any corporation, partnership, trade union,
3 professional association or civic, fraternal or religious
4 group or other profit or nonprofit entity or any other
5 entity influencing an election, except a political party,
6 political action committee or candidate's campaign
7 committee. "Organization" includes any group of two (2) or
8 more persons that do not otherwise meet the definition of
9 organization under this paragraph if the group pools or
10 otherwise jointly expends funds totaling in aggregate more
11 than one thousand dollars ($1,000.00), even if the
12 expenditure of pooled funds is made by one (1) individual,
13 for the purpose of causing independent expenditures or
14 electioneering communications in any primary, general or
15 special election, provided that the group shall not be
16 required to file as an organization under this chapter if
17 all members of the group are disclosed on the
18 electioneering communications or with the independent
19 expenditures.

21 Section 2. This act is effective immediately upon
22 completion of all acts necessary for a bill to become law
