The bill authorizes the legislature of Wyoming to engage in legal actions concerning the administration and interpretation of various federal acts, including the National Environmental Policy Act and the Clean Water Act. It establishes that the legislature has a significant interest in these matters, allowing it to prosecute actions for declaratory judgment to protect both its interests and those of the public. New subsections (b) and (c) are added to W.S. 28-8-114, which affirm the legislature's standing in these matters and designate it as a cooperating agency under relevant federal laws.
Additionally, the bill makes conforming amendments to existing legal language, renumbering previous subsections and clarifying the legislature's authority to commence legal actions. It allows the legislature to establish a fund for prosecuting these actions and provides the management council with the ability to initiate legal proceedings. The act is set to take effect on July 1, 2024.
