A BILL
for
1 AN ACT relating to state lands; authorizing the director of
2 the office of state lands and investments to grant state
3 land lessees additional time to renew their leases; and
4 providing for an effective date.

6 Be It Enacted by the Legislature of the State of Wyoming:

8 Section 1. W.S. 36-5-104 by creating a new subsection
9 (c) is amended to read:
10
11 36-5-104. Time for filing renewal applications; cure
12 process and timeline; conflicting applications; grace
13 period.

2 (c) For good cause shown and at the written request
3 of the current lessee, the office may grant a current
4 lessee thirty (30) additional days past the expiration date
5 of their existing lease to submit an application to renew
6 the lease. If the office denies the request, the current
7 lessee shall have the right to appeal the decision to the
8 state loan and investment board and the lease shall not
9 terminate during the appeal process.

15 Allowing an appeal from OSLI's decision may significantly
16 delay the letting of the lease. You may wish to consider
17 not allowing an appeal in order to avoid delay. However,
18 the lease will not terminate during the appeal process.
