This bill establishes the state of Wyoming's right of first refusal for real property conveyances to the United States and federal agencies. It requires property owners to notify the director of the office of state lands and investments and the board of land commissioners at least 45 days before entering into any agreement to sell or grant property to the federal government. The board must respond within 30 days, either declining the right of first refusal or declaring its intent to purchase the property. The purchase price cannot exceed the amount offered by the United States, and the board is authorized to manage the property as state lands after acquisition.
Additionally, the bill amends existing law to specify the duties of the director, who will receive notices of property conveyances and forward them to the board for consideration. The act will apply to all real property conveyances to the United States occurring on or after July 1, 2024, and it will take effect on that date. The bill also includes a continuous appropriation from the legislative stabilization reserve account to facilitate these purchases, ensuring that the board can act on its right of first refusal when necessary.
