The bill amends existing law regarding the ownership of pore space beneath real property in Wyoming. It specifies that ownership interests in pore space cannot be severed or separately conveyed from the surface ownership of real property after July 1, 2024. Additionally, any transfers of pore space rights made between July 1, 2008, and June 30, 2024, can be deemed null and void if they lack a specific description of the pore space being transferred.

The bill also clarifies that rights to use subsurface pore space acquired by contract or lease before July 1, 2008, remain unaffected. Furthermore, it allows for the separate conveyance, purchase, management, or transfer of pore space interests that were severed or conveyed before the July 1, 2024, deadline. The act will take effect on July 1, 2024, and it ensures that any contracts or conveyances made before this date will not be impaired or altered by the new provisions.
