The bill establishes a framework for the reclamation and decommissioning of coal-fired electric generation facilities in Wyoming, specifically those scheduled for retirement, closure, or conversion to alternative fuel sources by January 1, 2034. It mandates the Public Service Commission to analyze the extent to which rates charged by public utilities have included recovery for decommissioning and reclamation costs. The commission is required to prepare a report based on this analysis and hold a public hearing on the findings. Additionally, if prior rates did not fully cover these costs, recovery for any additional expenses will be limited to the portion of power generated for Wyoming ratepayers.
Furthermore, the bill requires a comprehensive study to be conducted by the Public Service Commission, in consultation with the Department of Environmental Quality, to assess the reclamation and decommissioning obligations for each applicable facility. This study will also evaluate how to meet these obligations without hindering the sale or conversion of the facilities. The bill includes an appropriation from the general fund to support the study and mandates reporting to legislative committees by specified deadlines. The act will take effect immediately upon completion of the necessary legislative processes.
