Landowner hunting coupons-hunts that harvest no animals.

A BILL
for
1 AN ACT relating to game and fish; requiring hunters to
2 deliver landowner coupons to a landowner whenever using a
3 landowner's property for hunting antelope, deer or elk;
4 authorizing landowners to redeem landowner coupons whenever
5 the majority of a hunt for antelope, deer or elk occurred
6 on the landowner's property; and providing for an effective
7 date.

9 Be It Enacted by the Legislature of the State of Wyoming:

11 Section 1. W.S. 23-3-105(b) is amended to read:
12
13 23-3-105. Antelope, deer and elk coupons; payment to
14 landowner; kill on federal or state land.

1 (b) When hunting on a landowner's property, upon
2 harvesting an antelope, deer or elk or at the conclusion of
3 a hunt without harvesting an antelope, deer or elk, the
4 landowner's coupon shall promptly be detached, dated,
5 signed and delivered to the landowner whose property the
6 antelope, deer or elk was harvested on or, if no antelope,
7 deer or elk was harvested, on whose property the majority
8 of the hunt took place. The landowner, on or before March
9 1 following the close of the hunting season for which the
10 license was issued, shall deliver to the department the
11 coupon and an affidavit that the antelope, deer or elk for
12 which the coupon was delivered was killed on his land or
13 that a hunt for antelope, deer or elk occurred on his land.
14 Upon receipt of the coupon and affidavit the department
15 shall pay the landowner sixteen dollars ($16.00) for each
16 coupon from an antelope, deer or elk license. Landowner's
17 coupons are not transferable. Any unauthorized person
18 attempting to collect any sum for any landowner's coupon is
19 guilty of a high misdemeanor punishable as provided in W.S.
20 23-6-202(a)(ii). Effective January 1, 2000, the department
21 shall provide a checkoff box on each landowner coupon
22 affidavit claim form that offers the claimant the
23 opportunity to designate the animal damage management board

1 to receive his payment amount for landowner coupons claimed
2 on that form. For each claim made where the landowner has
3 designated his payment to the animal damage management
4 board, the department shall transfer that amount to the
5 animal damage management account created by W.S. 11-6-306
6 and the department shall retain the fees related to those
7 administrative costs of the transfer.

9 Section 2. This act is effective July 1, 2023.
