The bill also includes provisions for the payment process, stating that the department will pay landowners $16 for each coupon submitted, and emphasizes that landowner coupons are non-transferable. It establishes penalties for unauthorized attempts to collect payment for these coupons and introduces a checkoff option for landowners to designate their payment to the animal damage management board. The effective date for this act is set for July 1, 2023.
