The bill mandates that the Wyoming game and fish department, the office of state lands and investments, and the department of state parks and cultural resources collaborate to update geographic information system (GIS) mapping data for state-held easements and rights-of-way that facilitate public access to lands and waters. This update will include details such as the location and boundaries of roads, trails, and water access for fishing and hunting, as well as any restrictions on seasonal use, recreational activities, and vehicle types. The agencies are also required to adopt interagency standards to ensure the compatibility of the data.
Certain exceptions are outlined in the bill, specifying that the requirements do not apply to pipelines, easements with a term of three years or less, department of transportation easements, and flowage easements. The updated GIS mapping data must be made publicly available by January 1, 2025, and will be updated annually. The act is set to take effect on July 1, 2023.
