Public access easements mapping.

A BILL
for
1 AN ACT relating to game and fish; requiring the game and
2 fish department, the office of state lands and investments
3 and the department of state parks and cultural resources to
4 update geographic information system mapping data of state-
5 held easements and rights-of-way; providing exceptions; and
6 providing for an effective date.

8 Be It Enacted by the Legislature of the State of Wyoming:

10 Section 1.

12 (a) The Wyoming game and fish department, the office
13 of state lands and investments and the department of state
14 parks and cultural resources shall:

1 (i) Jointly update geographic information system
2 mapping data and provide the other information required by
3 this paragraph for all state-held easements or
4 rights-of-way that allow public access to lands or waters
5 and shall include the following:

7 (A) The location and boundaries of road,
8 trail and water access for fishing and hunting;
9
10 (B) Restrictions for seasonal use,
11 recreational activities and vehicle type.

13 (ii) Adopt interagency standards to ensure
14 compatibility of the data developed pursuant to paragraph
15 (a)(i) of this section.

17 (b) The duties required to be performed pursuant to
18 this act shall not apply to pipelines, easements with a
19 term of not more than three (3) years, department of
20 transportation easements and flowage easements.

22 (c) The geographic information system mapping data
23 required by subsection (a) of this section shall be made

1 publicly available not later than January 1, 2025 and shall
2 be updated annually.

4 Section 2. This act is effective July 1, 2023.
