The bill establishes the state of Wyoming's right of first refusal for real property conveyances to the United States and federal agencies. It outlines the responsibilities of property owners and the board of land commissioners, requiring property owners to notify the board and the director of any intent to sell or grant property to the federal government at least 45 days in advance. The board must respond within 30 days, either declining the right of first refusal or indicating its intent to purchase the property. The purchase price cannot exceed the amount offered by the United States, and the board is authorized to manage the acquired property as state lands.

Additionally, the bill amends existing law to specify that the director will receive all notices of property conveyances to the United States and must forward these notices to the board for consideration. The director is also tasked with assisting the board in determining whether to exercise the right of first refusal. The act is set to take effect on July 1, 2023.
