The bill authorizes the appropriation of $520,000 from the general fund to the legislative service office for the planning, design, and painting of a mural in the house chamber of the Wyoming state capitol. The mural is intended to depict the history of mining in Wyoming and must align both historically and artistically with the existing Allen True murals in the chamber. The legislative service office, in collaboration with the Wyoming arts council, will issue a request for qualifications to commission an artist or artists for this project. A selection committee, composed of five members from the house of representatives and three non-legislative members appointed by the speaker of the house, will oversee the selection of the artist(s) based on established criteria.

Additionally, the bill stipulates that the funds allocated for the mural cannot be transferred or used for any other purpose and will not lapse or revert until the mural is completed. The state building commission must approve the process for affixing the mural to the house chamber wall before any alterations are made. The act is set to take effect on July 1, 2023.
