A BILL
for
1 AN ACT relating to the University of Wyoming; creating the
2 Wyoming firearms research center oversight commission;
3 specifying membership and duties of the commission;
4 providing appropriations; and providing for an effective
5 date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 21-17-127 is created to read:
10
11 21-17-127. Wyoming firearms research center oversight
12 commission created; membership; duties; compensation.

1 (a) The Wyoming firearms research center oversight
2 commission is hereby created. The commission shall consist
3 of eight (8) members appointed as follows:
4
5 (i) One (1) legislative member selected by dual
6 appointment of the president of the senate and the speaker
7 of the house of representatives which member shall serve as
8 an ex officio member of the commission;
9
10 (ii) The remaining members of the commission
11 shall be appointed by a majority vote of the governor,
12 secretary of state, state treasurer, superintendent of
13 public instruction and state auditor to include:
14
15 (A) One (1) Wyoming resident from a hunting
16 or sportsman's organization affiliated with Wyoming;
17
18 (B) One (1) Wyoming resident from a
19 recreational shooting organization affiliated with Wyoming;
20
21 (C) One (1) Wyoming resident from an
22 organization that supports the second amendment to the

1 United States constitution and that is affiliated with
2 Wyoming;

4 (D) One (1) Wyoming resident employed by a
5 firearms industry manufacturer located in Wyoming;
6
7 (E) One (1) Wyoming resident employed by a
8 firearms retail business located in Wyoming;
9
10 (F) One (1) Wyoming resident employed as a
11 law enforcement official in Wyoming;
12
13 (G) One (1) Wyoming county attorney
14 nominated by the Wyoming county attorneys association.

16 (b) The appointments made under paragraph (a)(ii) of
17 this section shall be confirmed by the senate. Appointed
18 members shall serve three (3) year terms. The governor may
19 remove any appointed member as provided by W.S. 9-1-202.
20 Except for the legislative member, any vacancy occurring
21 shall be filled by a majority vote of the five (5)
22 statewide elected officials.

1 (c) The commission, in conjunction with the
2 University of Wyoming firearms research center, shall:

4 (i) Review and provide oversight regarding the
5 center's mission to become a scholarly center for firearms
6 and firearms law, history, technology, social sciences,
7 economic development and recreation. The commission shall
8 provide recommendations to the center to ensure that the
9 center focuses on and facilitates a meaningful and
10 measurable impact on the firearms culture and traditions
11 cherished by residents of Wyoming;
12
13 (ii) Facilitate the development of formal
14 agreements between the University of Wyoming firearms
15 research center and Wyoming stakeholders;
16
17 (iii) Make recommendations to the legislature
18 regarding funding for the University of Wyoming firearms
19 research center.

21 (d) The commission shall be staffed by the governor's
22 office.

1 (e) The commission shall meet at least one (1) time
2 per year.

4 (f) Nonlegislative members of the commission shall
5 receive no compensation, but shall be reimbursed at the
6 same rate as state officers or employees under W.S. 9-3-102
7 and 9-3-103 for per diem and travel expenses incurred in
8 the performance of their duties on the commission.

10 (g) The legislative member of the commission shall
11 receive salary and reimbursement for per diem and travel
12 expenses incurred in the performance of their duties on the
13 commission pursuant to W.S. 28-5-101.

15 Section 2.

17 (a) There is appropriated two thousand five hundred
18 dollars ($2,500.00) from the general fund to the
19 legislative service office for the period beginning with
20 the effective date of this act and ending June 30, 2024 to
21 be expended only on salary, per diem and mileage for the
22 legislative member of the Wyoming firearms research center
23 oversight commission for attendance at meetings of the

1 commission. This appropriation shall not be transferred or
2 expended for any other purpose and any unexpended,
3 unobligated funds remaining from this appropriation shall
4 revert as provided by law on June 30, 2024.

6 (b) There is appropriated seventeen thousand five
7 hundred dollars ($17,500.00) from the general fund to the
8 governor's office for the period beginning with the
9 effective date of this act and ending June 30, 2024 to be
10 expended only on per diem and mileage for the
11 nonlegislative members of the Wyoming firearms research
12 center oversight commission for attendance at meetings of
13 the commission. This appropriation shall not be transferred
14 or expended for any other purpose and any unexpended,
15 unobligated funds remaining from this appropriation shall
16 revert as provided by law on June 30, 2024.

18 Section 3. This act is effective July 1, 2023.
