Mental health telehealth pilot program.

A BILL
for
1 AN ACT relating to education; authorizing the department of
2 education to contract with a telehealth counseling provider
3 to offer services to public school students; requiring
4 reporting; requiring confidentiality; providing an
5 appropriation; and providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:

9 Section 1.

11 (a) The mental health telehealth pilot program is
12 hereby created. The department of education, in
13 consultation with the department of health, shall select
14 and contract with a telehealth counseling provider to offer
15 telehealth counseling services to public school students

1 within the state. The telehealth counseling services shall
2 be available to all Wyoming public school students in
3 grades kindergarten through twelve (12), shall be provided
4 at no cost to the students and shall be offered beginning
5 January 1, 2024 and ending when the funds appropriated in
6 section 2 of this act are exhausted. The names of students
7 who utilize the telehealth counseling services shall remain
8 confidential and shall not be revealed to the department of
9 education or to the public schools that the students
10 attend.

12 (b) On or before June 1, 2025, the department of
13 education shall report to the joint labor, health and
14 social services interim committee and the joint education
15 interim committee on the implementation and utilization of
16 the telehealth counseling services provided pursuant to
17 this act.

19 Section 2. There is appropriated two hundred fifty
20 thousand dollars ($250,000.00) from the general fund to the
21 department of education for purposes of providing
22 telehealth counseling services to public school students in
23 accordance with this act for the period beginning July 1,

1 2023 and ending when the appropriated funds are exhausted
2 or June 30, 2027, whichever date is earlier. This
3 appropriation shall not be transferred or expended for any
4 other purpose and any unexpended, unobligated funds
5 remaining from this appropriation on June 30, 2027 shall
6 revert as provided by law.

8 Section 3. This act is effective July 1, 2023.
