The bill establishes a mental health telehealth pilot program aimed at providing telehealth counseling services to public school students in Wyoming, from kindergarten through grade twelve. The Department of Education, in collaboration with the Department of Health, is authorized to select and contract with a telehealth counseling provider to deliver these services at no cost to students. The program is set to commence on January 1, 2024, and will continue until the allocated funds are exhausted. Importantly, the identities of students utilizing these services will remain confidential and will not be disclosed to the Department of Education or the public schools.

Additionally, the bill includes an appropriation of $250,000 from the general fund to support the telehealth counseling services, with the funding available from July 1, 2023, until June 30, 2027, or until the funds are depleted. The Department of Education is required to report on the implementation and utilization of the services by June 1, 2025, to relevant legislative committees. The act is set to take effect on July 1, 2023.
