The bill amends the Wyoming Election Code to clarify the definition of "immediate family" and to specify the procedures for returning ballots to the county clerk. The definition of "immediate family" is updated to replace the term "person" with "blood relative," thereby narrowing the scope of who qualifies as immediate family. Additionally, the bill outlines the process for qualified electors to return their marked ballots, which can now be done through mail, hand delivery to the county clerk's office, or by depositing in a ballot drop box.

Furthermore, the bill introduces new requirements for electors who designate another person to return their ballots. They must notify the county clerk of their designee using a prescribed form. It also limits designated persons to returning no more than two absentee ballots for any election, although this restriction does not apply to ballots from immediate family members. The act is set to take effect on July 1, 2023.
