The bill establishes the Hathaway fallen first responder scholarship as part of the Hathaway scholarship program in Wyoming. It modifies eligibility requirements to include students whose custodial parent or guardian was killed in the line of duty while acting as a first responder, provided that the parent or guardian was a Wyoming resident at the time of their death. These students, if they are graduates of a Wyoming high school or an out-of-state high school accredited by the appropriate regional accrediting agency, will be deemed to have graduated from an eligible high school for the purpose of qualifying for the scholarship.

Additionally, the bill outlines the scholarship amounts and requirements for maintaining eligibility. Students receiving the Hathaway opportunity and fallen first responder scholarships must maintain a minimum cumulative GPA of 2.25. The scholarship amount for the fallen first responder scholarship is set at $1,680 per semester for those enrolled in twelve or more semester hours, with a proportional amount available for students enrolled in fewer hours. The act is set to take effect on July 1, 2023.
