A BILL
for
1 AN ACT relating to oil and gas; specifying that oil and gas
2 operators must negotiate with mineral owners in good faith;
3 and providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:

7 Section 1. W.S. 30-5-109 by creating a new subsection
8 (k) is amended to read:
9
10 30-5-109. Rules and regulations governing drilling
11 units.

13 (k) Before applying for a drilling unit under this
14 section, each oil and gas operator shall negotiate in good
15 faith with each owner of a tract or interest in a drilling

1 unit who is not subject to a lease or other contract for
2 oil and gas development.

4 Section 2. This act is effective July 1, 2023.
