The bill establishes new regulations regarding the expenditure of funds generated by the education resource block grant model specifically for teacher resources. Starting in the 2023-2024 school year, all funds allocated for teachers, including salaries, health insurance, and other benefits, must be separately accounted for by each school district and used exclusively for these purposes. However, this requirement does not apply to charter schools, alternative schools, or schools and districts with fewer than 49 and 243 students, respectively. Additionally, the Department of Education is tasked with collecting data on these expenditures and reporting it annually to the joint education interim committee.

Furthermore, the bill mandates that by October 1, 2024, and again on October 1, 2025, the Department of Education must provide findings and recommendations based on the collected data, including suggestions for refining the education resource block grant model. The data advisory committee is also required to submit recommendations to the state superintendent by June 30, 2024, to enhance clarity on how school districts identify and report expenditures related to teacher salaries and benefits. The act is set to take effect on July 1, 2023.
