The bill amends Wyoming law regarding the carrying of concealed weapons, specifically allowing individuals with a valid enhanced concealed carry permit to carry a concealed firearm on the grounds of the state capitol building. The new provisions require that these individuals notify the Wyoming state highway patrol or their designee at least 24 hours prior to entering the capitol with a concealed firearm. They are permitted to enter public areas of the capitol while carrying, including during public legislative meetings, but are prohibited from entering non-public areas with a concealed firearm.

Additionally, the bill stipulates that its effectiveness is contingent upon the passage of a separate bill, Senate File 0149. If enacted, the state building commission and the management council of the legislature are tasked with creating necessary rules by July 1, 2023. The act will take effect immediately upon completion of the legislative process, except for the provisions related to section 1, which will become effective on July 1, 2023, provided the contingent bill is also passed.
