The bill also stipulates that 50% of state revenues will be allocated to the public school foundation program account and 50% to the Wyoming freedom scholarship program account. It appropriates $30 million to the scholarship program and mandates that the state treasurer adopt necessary rules for the ESA program, with applications starting January 1, 2024. The act will take effect immediately, with certain sections becoming effective on the specified date.
