The bill establishes regulations regarding the display of campaign signs by homeowners' associations (HOAs) in Wyoming, emphasizing the protection of political free speech on association members' properties. It defines a "homeowners' association" and prohibits these associations from banning the indoor or outdoor display of campaign signs, including flags, that promote candidates or ballot propositions. However, the bill allows HOAs to implement certain regulations, such as requiring signs to be ground-mounted, limiting the number of signs per candidate, and setting timeframes for when signs can be displayed relative to elections. Additionally, it specifies that signs must not pose threats to public health or safety, exceed certain size limits, or contain obscene content.

The bill also amends existing law to include penalties for violations of these new regulations, classifying such violations as misdemeanor offenses punishable by up to six months in jail or a fine of up to $1,000. The provisions of this act will apply to any homeowners' association that executes legal documents with property owners on or after July 1, 2023, with the act itself taking effect on that same date.
