The proposed joint resolution seeks to amend the Wyoming Constitution by creating Article 15, Section 21, which establishes limitations on appropriations from the Legislative Stabilization Reserve Account, commonly referred to as the "rainy day" fund. Specifically, it stipulates that the total amount of appropriations and transfers from this account for any fiscal biennium cannot exceed twenty-five percent (25%) of the account's balance as calculated on the first day of the fiscal biennium. However, in cases of fiscal emergencies, the legislature may exceed this limit, provided that any such appropriation or transfer is approved by a three-fourths (3/4) vote of all members in each house of the legislature voting separately.

This amendment aims to ensure fiscal responsibility while allowing flexibility in times of financial crisis. The Legislative Stabilization Reserve Account, established in 2015, currently holds a balance of approximately two billion dollars ($2,000,000,000.00). The proposed changes will be submitted to the electors of Wyoming for approval or rejection in the next general election, and if ratified by a majority, will become part of the state constitution.
