The bill amends the Wyoming Cosmetology Act to provide specific exemptions from barber licensing requirements for certain services, including blow dry styling, eyelash extension application, makeup application, natural hair braiding, and threading. It introduces new definitions for these practices and clarifies that they are distinct from traditional cosmetology services. Additionally, the bill modifies the qualifications for barber registration, reducing the required educational background and limiting the study hours needed to obtain a certificate of registration to practice barbering to no more than 600 hours.

Furthermore, the bill updates the definitions related to cosmetology and hair styling, specifying the scope of practices included under these terms. It also establishes that individuals demonstrating cosmetic products for sale are exempt from the licensing requirements. The effective date for the implementation of this act is set for July 1, 2023.
