The bill amends Wyoming's criminal procedure regarding the registration of sex offenders. It establishes that sex offenders convicted of specific serious offenses, including violations of W.S. 6-2-302, 6-2-303, 6-2-314, and 6-2-315, as well as similar offenses in other jurisdictions, are prohibited from petitioning to be relieved from the duty to register. For offenders who have been registered for at least ten years and have maintained a clean record, the bill allows for a petition to the district court to be relieved of registration requirements, provided they do not fall under the specified serious offenses.

Additionally, the bill stipulates that offenders who have been registered for at least twenty-five years may also petition for relief, again contingent on maintaining a clean record and not being convicted of the specified serious offenses. The effective date for this legislation is set for July 1, 2023.
