A BILL
for
1 AN ACT relating to motor vehicles; requiring the use of
2 slow moving vehicle emblems and speed identification
3 symbols on specified farm tractors, units of equipment and
4 farm implements; making conforming amendments; and
5 providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 31-5-921(g), (h) and by creating new
10 subsections (j) and (k) is amended to read:
11
12 31-5-921. Farm and other vehicles and equipment; slow
13 moving vehicle emblems.

1 (g) No person shall use the slow moving vehicle
2 emblem except as required in this section nor display the
3 emblem on a vehicle traveling at a speed in excess of
4 twenty-five (25) miles per hour nor on a stationary object
5 along the highway.

7 (h) The emblem and speed identification symbol
8 required in subsections (d) and (e) of this section shall
9 comply with current standards and specifications of the
10 American Society of Agricultural and Biological Engineers.

12 (j) Every farm tractor and self-propelled unit of
13 farm equipment or implement of husbandry and special mobile
14 equipment manufactured and operated after July 1, 2023 that
15 is designed for operation at speeds in excess of
16 twenty-five (25) miles per hour shall display a slow moving
17 vehicle emblem and a speed identification symbol mounted on
18 the rear of the tractor, equipment or implement. A speed
19 identification symbol required under this subsection or
20 subsection (k) of this section shall indicate the maximum
21 speed in miles per hour at which the tractor, equipment or
22 implement is designed by its manufacturer to operate. When
23 a tractor, unit of equipment or implement that is designed

1 by its manufacturer to operate at a speed in excess of
2 twenty-five (25) miles per hour is being operated on a
3 street or highway at a speed in excess of twenty-five (25)
4 miles per hour a speed identification symbol shall be
5 present.

7 (k) Every combination of farm tractor and towed farm
8 equipment or towed implement of husbandry or units towed by
9 special mobile equipment normally operating at speeds in
10 excess of twenty-five (25) miles per hour on a street or
11 highway shall at all times be equipped with a slow moving
12 vehicle emblem and a speed identification symbol as
13 follows:

15 (i) Any towed unit shall be equipped with a slow
16 moving vehicle emblem and a speed identification symbol, as
17 determined by the manufacturer;

19 (ii) Where the slow moving vehicle emblem on the
20 towing unit is not obscured by the towed unit or its load,
21 both units shall be equipped with a slow moving vehicle
22 emblem and a speed identification symbol, as determined by
23 the manufacturer;

2 (iii) Any combination of towing unit and towed
3 unit shall not travel at speeds in excess of the lowest
4 speed indicated by a speed identification symbol displayed
5 on any portion of the combination. If only a slow moving
6 vehicle emblem is displayed on any portion of the
7 combination of towing unit and towed unit, the combination
8 shall not travel at speeds in excess of twenty-five (25)
9 miles per hour.

11 Section 2. This act is effective July 1, 2023.
