The bill authorizes the appropriation of forty million dollars ($40,000,000) from the general fund to support projects that enhance trails, routes, or pathways for bicycling, walking, or horseback riding in Wyoming. This funding is designated for use until June 30, 2025, and any unspent funds will revert to the state as per existing law. Ninety percent of the funds will be allocated to the Wyoming Department of Transportation to provide grants for eligible projects, which include shared use pathways, safe routes to schools, and active transportation plans. These grants will require a twenty percent match from applicants and will be administered similarly to the current transportation alternatives program.
The remaining ten percent of the funds will be allocated to the Wyoming Department of State Parks and Cultural Resources for grants aimed at natural surface trails and planning for active recreation projects. Similar to the transportation grants, these will also require a twenty percent match and will be administered in accordance with the existing Wyoming outdoor recreation grant program. The bill is set to take effect on July 1, 2023.
