Education-suspension and expulsion model policies.

A BILL
for
1 AN ACT relating to education; requiring the state
2 superintendent to develop model rules and policies for
3 student discipline, including suspension and expulsion of
4 students; requiring reporting; and providing for an
5 effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:

9 Section 1. W.S. 21-2-202(a) by creating a new
10 paragraph (xli) is amended to read:
11
12 21-2-202. Duties of the state superintendent.
13
14 (a) In addition to any other duties assigned by law,
15 the state superintendent shall:

1 (xli) Develop model rules and policies outlining
2 best practices for the reasonable punishment and discipline
3 of students as authorized under W.S. 21-4-308(a), which
4 rules and policies shall include best practices for the
5 suspension and expulsion of students in accordance with
6 W.S. 21-4-305 and 21-4-306. The model rules and polices
7 developed by the state superintendent under this paragraph
8 shall be designed to maximize student retention and
9 academic success. No school district shall be required to
10 adopt any part of the model rules or policies developed by
11 the state superintendent under this paragraph.

13 Section 2.

15 (a) Not later than July 1, 2023, the state
16 superintendent shall develop the model rules and policies
17 required under W.S. 21-2-202(a)(xli) as created by this
18 act.

20 (b) Not later than July 1, 2023, the state
21 superintendent shall report to the joint education interim
22 committee on the model rules and policies required under
23 W.S. 21-2-202(a)(xli) as created by this act.

2 Section 3. This act is effective immediately upon
3 completion of all acts necessary for a bill to become a law
4 a provided by Article 4, Section 8 of this Wyoming
5 Constitution.
