This bill authorizes the Wyoming Department of Health to implement an upper payment limit supplemental payment program aimed at benefiting psychiatric residential treatment facilities (PRTFs) that are enrolled in Wyoming Medicaid. The legislation allows the department to collect private hospital assessments as outlined in the Private Hospital Assessment Act and utilize these funds to secure federal matching funds for PRTFs.
Additionally, the bill appropriates a total of $3,850,000 from both state and federal funds specifically for the inclusion of PRTFs under the Private Hospital Assessment Act for the fiscal year beginning July 1, 2023, and ending June 30, 2024. The funds are designated solely for this purpose and any unspent funds will revert as per legal requirements. The bill also stipulates that this appropriation should not be included in the department's standard budget request for the following fiscal biennium, and the department is expected to submit an exception request to fund the program from federal and other sources for that period. The act will take effect immediately upon the completion of necessary legislative procedures.
