A JOINT RESOLUTION
for
1 A JOINT RESOLUTION proposing to amend the Wyoming
2 Constitution to require the consent of electors to impose
3 taxes; and to provide a ballot statement.

5 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
6 two-thirds of all the members of the two houses, voting
7 separately, concurring therein:

9 Section 1. The following proposal to amend Wyoming
10 Constitution, Article 1, Section 28 is proposed for
11 submission to the electors of the State of Wyoming at the
12 next general election for approval or rejection to become
13 valid as a part of the Constitution if ratified by a majority
14 of the electors at the election:

1 Article 1, Section 28. Taxation; consent of people.

3 No tax shall be imposed without the consent of the people or
4 their authorized representatives by a vote of the majority of
5 electors during a general election.

7 Section 2. That the Secretary of State shall endorse
8 the following statement on the proposed amendment:
9
10 Currently, the Wyoming Constitution allows the legislature
11 and local governments to impose taxes through the normal
12 legislative or rulemaking process.
13
14 The adoption of this amendment would require the imposition
15 of any tax to be approved by a vote of the citizens of Wyoming.
