This bill amends West Virginia Code ยง18A-2-7 to remove the existing prohibition against reassigning school personnel after the last day of the second school month. The amendment allows for the reassignment of surplus personnel to another school or grade level when unforeseen changes in student enrollment occur, provided that the reassignment complies with pupil-teacher ratio, class size, or caseload standards. The bill stipulates that before any reassignment, employees must be notified and given an opportunity to present their objections to the county board prior to a vote on the reassignment.
Additionally, the bill clarifies that the reassignment can occur at any time during the school year under the specified conditions, and it ensures that no employee's annual contract, compensation, or benefits will be altered as a result of the reassignment. The language that previously restricted reassignment after the last day of the second school month has been deleted, thereby granting superintendents greater flexibility in managing school personnel in response to changing enrollment needs.
