This bill aims to enhance the oversight and management of water and wastewater utilities in West Virginia by mandating specialized training for board members and senior management of municipal and county waterworks systems, combined waterworks and sewerage systems, sanitary sewer systems, and public service districts. Specifically, it requires that all relevant officials complete 12 hours of certified utility management training within six months of their appointment or election, followed by six hours of refresher training within six months of re-appointment or re-election. The training will be provided by the West Virginia Public Service Commission in collaboration with non-profit organizations and select state agencies, focusing on financial management, regulatory compliance, and operational best practices.

Additionally, the bill stipulates that political subdivisions must report quarterly on their water and wastewater utilities to their governing bodies. It also includes provisions that exempt governing bodies that already provide utility management training from the formal training requirements outlined in the bill. The intent is to ensure that those overseeing these critical utility services are well-equipped with the necessary knowledge and skills to maintain financial accountability and operational efficiency.
