This bill amends sections 47-21-5 and 47-21-6 of the Code of West Virginia to allow two or more charitable or public service organizations to hold a joint raffle occasion. Under the current law, organizations are prohibited from holding joint raffles, but the new language permits this as long as each participating organization has been granted a limited occasion raffle license for the jointly held event. Additionally, it specifies that an annual license holder may obtain one limited occasion license during the validity of their annual license, and organizations without an annual license may receive up to three limited occasion licenses per year.

The bill also clarifies the conditions under which these licenses can be granted and emphasizes that various branches or chapters of national organizations or local churches are not considered affiliates of one another for licensing purposes. The changes aim to streamline the process for charitable organizations to collaborate on fundraising efforts through joint raffles, thereby enhancing their ability to raise funds for public service initiatives.
