This bill aims to enhance public health services for minority populations in West Virginia by establishing two new sections in the state code: the Minority Health Advisory Team and the Community Health Equity Initiative Demonstration Project. The Minority Health Advisory Team (MYHAT) will consist of 20 members appointed by the Commissioner of the Bureau for Public Health, including representatives from various health and educational institutions, local health departments, and community organizations. The team will advise the commissioner on public health services, provide technical assistance to communities, and select communities for participation in the demonstration project. The advisory team is required to meet at least twice a year and will have the authority to review and approve community plans for the demonstration project.

The Community Health Equity Initiative Demonstration Project will be initiated by the Commissioner of the Bureau for Public Health, starting July 1, 2026, and will last for four years. The project aims to develop model community programs that address social determinants of health, such as poverty and education, by leveraging existing resources from government and community organizations. Eligible communities must meet specific criteria, including a minimum population and a significant percentage of minority residents. Participating communities will be required to submit a comprehensive plan detailing their approach to improving public health, and they will provide annual progress reports to the advisory team. The project is set to terminate on July 1, 2030.
