This bill amends the Code of West Virginia, specifically section 18-9F-6, to clarify the method for calculating school funding. The new provision states that school funding calculations will be based on either the last three-year running average of enrollment or the current enrollment, whichever is higher. In addition to this clarification, the bill maintains existing requirements for county boards of education regarding fund allocation and eligibility. County boards must still contribute local funds to their school access safety projects and may request waivers for financial hardship. The authority will continue to disburse funds based on approved safety plans and may impose forfeiture of unspent funds after one year, with the possibility of a six-month extension.
