The proposed bill aims to establish the TechCred program in West Virginia, which will provide reimbursement to employers for training costs associated with helping employees earn industry-recognized microcredentials. The bill defines a microcredential as a credential or certificate that can be completed in no more than one year and is approved by the chancellor of higher education. The West Virginia Office of Economic Development, in collaboration with the Governor's office and the West Virginia Higher Education Policy Commission, will be responsible for developing the program. Employers wishing to participate must submit an application that includes various details such as proof of business registration, tax compliance, training provider information, and the cost of training.

Additionally, the bill outlines the application process for employers and the criteria the director will use to evaluate applications, including the duration and cost of training, as well as the potential wage increase for employees after earning the microcredential. The reimbursement amount for each microcredential received will not exceed $2,000. Importantly, the bill stipulates that employers cannot require employees who receive a microcredential through the program to accept or continue employment with them. The director will also create an application process and a dedicated website for the program, ensuring transparency and accessibility for interested employers.
