This bill amends the Code of West Virginia to establish a framework for the collection of delinquent special emergency ambulance fees by county commissions. It allows county commissions to impose a special service fee on users of emergency ambulance services, with the proceeds designated for covering necessary expenses related to these services. The bill specifies that funds collected can also support the establishment and operation of an authority for emergency ambulance services, while ensuring that ambulance companies are not restricted from conducting nonemergency transports.

Additionally, the bill introduces a process for county commissions to initiate the collection of delinquent fees through actions in magistrate court or by placing a judgment lien, exempting them from court costs and fees associated with these actions. If a court determines that the fee is owed, the delinquent individual will be responsible for all related court fees. The county commission is also permitted to appoint a representative to manage this collection process.
