The bill amends the Code of West Virginia by adding a new section, 49-2-125a, which ensures that foster children awaiting residential placement continue to receive education through virtual learning. It mandates that while in the process of placement, these children will be educated virtually through the county where they were last enrolled or, if that is not feasible, through the county where they currently reside. If neither county can provide virtual learning, the child will be enrolled in a public charter virtual school or the nearest county with such capabilities.
Additionally, the bill requires that the individual or organization responsible for the foster child receive information technology training from the West Virginia Department of Education to facilitate the child's participation in virtual learning. This training will cover all necessary steps for logging in and engaging in courses, and it will be funded by the Department of Education. The bill also stipulates that virtual instruction must begin within three days of the child's temporary care and that educational information must be shared with the foster family and the new county once the child is placed.
