This bill amends the Code of West Virginia to enhance the operational structure of the Board of Coal Mine Health and Safety. It modifies the board's membership by increasing the number of voting members from six to seven, adding the Director of the Office of Miners Health, Safety, and Training as a voting member. Additionally, the bill allows the board to take official action and vote when a quorum is present, which is defined as four members, including at least two representing operators and two representing working miners. However, a vote cannot be taken unless all six voting members are present.

Furthermore, the bill changes the frequency of board meetings from monthly to quarterly, while still allowing for additional meetings as necessary. It also stipulates that members who miss three consecutive meetings or half of the meetings in a year may be removed by the Governor unless they can show good cause for their absences. These changes aim to improve the efficiency and effectiveness of the board in overseeing coal mine health and safety regulations.
