This bill amends West Virginia Code ยง18A-2-7 to facilitate in-year movement of school personnel to address changing school needs. It allows the superintendent, with board approval, to reassign surplus personnel to different schools or grade levels based on actual student enrollment that was unforeseen by May 1 of the previous school year. The bill stipulates that before any reassignment occurs, employees must be notified and given an opportunity to present their objections to the county board. Notably, the reassignment can be executed without adhering to the usual notice and hearing requirements, provided it occurs before the last day of the second school month.

Additionally, the bill clarifies that the least senior professional or service employee holding the necessary certification or classification will be reassigned first. It also ensures that no employee's annual contract, compensation, or benefits will be altered due to such reassignment. The bill removes certain provisions regarding the timing of notifications and hearings related to transfers and suspensions, streamlining the process to better accommodate the dynamic needs of schools throughout the academic year.
