Each district is required to create a separate "Classroom Expense Account" for every teacher, into which funds will be deposited proportionately from state accounts. Additionally, teachers will have the option to include Faculty Senate funds in their accounts for convenience.

The bill outlines that these Classroom Expense Accounts will be exclusively used for classroom supplies and instructional materials, with teachers receiving a purchase card for transactions. Teachers will have online access to monitor their account balances, and purchases made with the card will be exempt from certain district vendor registration and quote requirements. Furthermore, all transactions from these accounts will be publicly accessible online, and the Office of the State Auditor is tasked with providing training to school districts on the appropriate use of the purchase cards.
