This bill proposes the addition of a new section, 17-4-17f, to the Code of West Virginia, aimed at improving the process for local road repair and maintenance. It requires county commissions to consult with the Division of Highways' county supervisors to submit formal petitions for specific local road repairs. The petitions must include detailed information such as the road's name and location, its condition, traffic volume, any complaints received, an estimate of the repair scope, and the estimated cost.

Upon receiving a petition, the Division of Highways is mandated to acknowledge it within 15 business days and provide a written decision within 90 calendar days, which can either approve, defer, or deny the request, with denials requiring an explanation. For petitions with repair estimates exceeding $100,000, a public hearing must be held. Additionally, the Division is required to present an annual report to the Joint Committee on Government and Finance regarding the status and progress of these petitions, thereby enhancing transparency and accountability in local road maintenance efforts.
