The bill amends the Code of West Virginia by introducing a new section, 18-9F-9a, known as Alyssa's Law, which mandates the West Virginia Board of Education, in collaboration with the Division of Homeland Security and Emergency Management, to establish a rule for implementing a wearable panic alert system in all public schools, contingent on available funding. The bill outlines that each wearable device must integrate with local emergency services to facilitate 9-1-1 calls and campus-wide lockdown notifications. Additionally, it requires county boards to provide training for school personnel on the use of these devices and ensures that all security data within school facilities is accessible to local law enforcement.
Furthermore, the bill creates the Alyssa Alhadeff School Safety Fund, which will be managed by the West Virginia Department of Homeland Security and will consist of various sources of funding, including fees and grants. This fund will be used for the implementation of mobile panic buttons and similar safety equipment in schools. Importantly, the provisions of Alyssa's Law are set to expire on December 31, 2029.
