This bill aims to amend the Code of West Virginia by introducing a new article focused on the approval of short-term training programs that qualify for federal Workforce Pell Grants. It establishes definitions for "eligible workforce training programs," "high-skill industry sectors or occupations," "high-wage industry sectors or occupations," and "in-demand industry sectors or occupations." The Governor, in consultation with the West Virginia Workforce Development Board, is tasked with approving these training programs based on specific criteria related to skill level, wage potential, and demand in the job market.

Additionally, the bill mandates the West Virginia Workforce Development Board to propose rules for legislative approval and ensures that all provisions align with federal regulations governing the Workforce Pell Grant program. If any part of the bill conflicts with federal law, the federal requirements will take precedence. The act is set to take effect on January 1, 2027.
